Abstract

The article examines a less visible route to engaging young people in family-related topics through neural network–based interactive services. The subject of analysis is Wow, Parents!, a mini-application developed on the Telegram platform by the Institute for Demographic Development of the Nizhny Novgorod Region as part of a regional demographic program. The study applies a case-study method to analyze the mini-app as a singular but representative instance of digital communication in the demographic domain. Functional analysis is used to describe the app’s architecture and its visual and game-like elements, while audience analysis focuses on user activity and behavioral metrics. Qualitative content analysis of the media environment highlights notable examples of how the service is perceived and reproduced in the media space. An original interpretive model is introduced as a conceptual framework, defining informational value through three criteria: rarity, relevance, and applicability. Particular attention is given to how state-generated content adapts to platform-native rhetoric and everyday digital habits of younger users. The analysis shows how such tools, using neural networks and a tone that incorporates irony or playfulness, can lower communication barriers, generate emotional resonance, and prompt reconsideration of parenthood – a topic often sidelined in youth discourse. These services are framed as entry points into public dialogue, creating a controlled but positive user experience. The article addresses an underexplored area and proposes a rationale for analyzing such interventions within public communication by government institutions.
