State digital and media education of civil servants: the Laboratory of State Publications project

In media research of the media‑educational, media‑communication, and media‑sociological types, the focus is on the project "Laboratory of Government Pages" aimed at enhancing the media competencies of government account administrators from March 1, 2025, to October 31, 2025, in which the author participated. The problem is the investigation of approaches to improving the media competence of employees responsible for populating government pages. The goal is to understand the project process of advancing media education for government specialists in order to improve political media‑communication interaction. Drawing on participant observation, discourse analysis, statistical analysis, expert surveys, intent analysis, and the case–study method, the study documents the lecture and speaker lineup of the educational course; presents the indicators of its implementation in the Novgorod region; identifies its strengths and weaknesses; records the audience's reaction to the media‑educational product; lists factors affecting completion rates of massive online courses for civil servants; and highlights topics demanded by administrators. Feedback is expressed through comments, popular emojis, creative smileys, and media reactions to assignments. At the federal level, the course completion rate is low (29 %), while in the Novgorod region it is moderate (69 %), which is attributed to the audience's lack of motivation to complete the training, as well as to the non‑submission of homework due to high workload and personal reasons. These are the key factors reducing the course's effectiveness, since participants are satisfied with the program (rating 4.8/5). Through the game "Mission Government Content", specialists improved the following skills: developing and formatting a rubricator, creating a content plan, producing publications while adapting the agenda to the audience and the specifics of the government resource, and others.
